Early Steps towards ‘Right to Control’
The Office for Disability Issues is calling for expressions of interest from local authorities who want to trail-blaze the 'Right to Control' initiative in early 2010.
The Welfare Reform Bill, currently going through Parliament, contains a section called the ‘Right to Control’ – which explicitly recognises that disabled people are the experts in their own lives.
Access to Opportunity
The ‘Right to Control’ covers many areas, but particularly focuses on disabled people’s access to employment and training/education opportunities.
During a period of consultation with disabled people, the Office for Disability Issues (ODI) received a clear message: that many disabled people do not have the sort of choice and control over their lives that non-disabled people sometimes take for granted; and often they are treated as dependants, rather than as individuals.
Expressions of Interest
The ODI is now calling for expressions of interest from local authorities who want to trail-blaze the ‘Right to Control’ initiative in early 2010.
Local authorities who participate in the trial will help find:
- how to make ‘Right to Control’ easy & safe for disabled people to use
- what the best ways are to deliver the ‘Right to Control’
- what the costs are, whether these can be managed – and how
- what the benefits are
- what works best for disabled people from different age and/or impairment groups.
